AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democracy just over a week before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog explained in a analysis published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the voter’s query precisely aligns with the positions of these political entities, the study indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their political views, she added.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be keenly observed across the continent for the performance of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA seems to be closing, with many voters still undecided.

All major parties have ruled out an alliance with the PVV, meaning the party that comes second is most likely to supply the future head of government.

Unintentional Bias Linked to AI Operation

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
